Sample idea:

The rivalry between two villages has been simmering for years, but now it's starting to get nasty. It all begins when one village holds a training session for their racing pigeons, only to have them blasted out of the sky when the wind blows them into the no-fly zone over the other village. Now it's war. Trenches are dug, barriers erected and supply lines are cut off. Since the local council is made up mainly from representatives of just one of the villages, they pass a number of applications from their own neighbours, but reject all those from the other village - as they always have done. But some of the applications this time are a little more extreme than before, and most seem designed to cause the other village the maximum amount of disruption. How about recreating some real battles but on a much smaller scale and without the guns and bullets - apart from the poor pigeons of course. On such a small scale and with no serious injuries it will be pure farce, especially if the reader 'gets' the joke and recognises which battle each part of the story is based on - and if the reader knows his history he might even be able to predict some of the battles still to come. He won't be able to predict exactly what form the battle will take, and nor will he be able to predict the eventual outcome. That, as always, is entirely up to you. Perhaps a new housing development leads to both villages being absorbed into the same town. Perhaps the best houses in each village are bought by the lawyers representing each side - with so many people suing and counter-suing each other the lawyers will be raking it in. Perhaps both villages are united by a single cause or person and their differences become forgotten. Or perhaps they'll continue their bickering and squabbling long into the future.
